Summary 

In the modern, aggressive business environment, when technology development level allows companies to repeat the "yesterday's" innovation, a reliable competitive advantage can be achieved only bythe effective use of the human factor. Moreover, it can be said that today's successful management of production personnel depends on the promotion and development of any organization.

The emphasis on the importance of human resources is alsoconditioned by the fact that, with the general peculiarity of all the resources of the economic system (the limited amount of existence, depreciation and necessity), human resources are characterized by a number of specific peculiar characteristics, which literally express its specific place and role in the economic system. In contrast to cars and raw materials, the person is the human who has the intellect and the emotions. The productivity of this type of resource has no bounds, so it is the largest reservoir for increasing the productivity of the organization and its competitiveness.

It can also be said that the the advantage of based on technocrative approach remains robotization, computerization, cybernetics, and mathematical programming in the past where there were many attempts to replace human intellect. Today it is necessary to balance technocratic and humanitarian (human) approaches to achieve high production of the organization.

While managing industrial personnel, everyone and especially managers should remember that people can not be managed by standard methods to "do so only". Consequently, there can not be a "standard human being", that is why human management is art not only with their functional obligations and powers but their feelings, moods, spirituality and other personal characteristics. These peculiarities are necessary to take into account in the elaboration of the personnel management strategy and use in its realization process.

Consequently, we can conclude that human resources management is a strategic function of any organization. When talking about human capital and strategic management of human resources, with all the principle, it should be noted that the limitation of investments in this sphere, ignoring the factor of the person, improper motivation of the personnel and social insecurity returns as boomerangto the advancement and development of the organization.
